Ацэнка Узьдзеяння на Навакольнае Асяроддзе (АУНА) для пункта пахавання радыёактыўных адкідаў, які праектуецца ў Беларусі, утрымлівае выказванні, якія ўводзяць у зман ці з’яўляюцца наўпрост хлусьлівымі, а таксама замоўчвае факты. Аднак найгоршыя высновы з гэтай АУНА зьвязаныя з тым, наколькі блага зроблены аналіз магчымых здарэнняў і аварый. Гэта робіць відавочным цалкам абыякавае стаўленне да грамадскай бясьпекі і дэманструе, што людзям, адказным за гэты праэкт, пляваць на наступствы іх дзеянняў.
Адсутнасць хвалявання пра наступствы падсумоўвае ўвесь дакумент. Ён не з’яўляецца ацэнкай ўздзеяння на навакольнае асяроддзе, а толькі прыкідваецца ёй. Улады ўжо вырашылі будаваць гэты праэкт і зусім не пякуцца пра яго ўздзеянне на навакольнае асяроддзе ці хоць-што яшчэ. Але закон і міжнародныя нормы патрабуюць, каб АУНА была праведзеная, і таму быў змайстраваны гэты неда-дакумент.
Доўгія і дэталёвыя секцыі з тэхнічна-навуковай мовай, якія апісваюць умовы на патэнцыйных пляцоўках (такія як дадзеныя пра надвор’е, вынікі геалягічных даследванняў і г.д.), былі дададзеныя, каб гэтая АУНА гучала больш прафесійна і каб людзі не прачыталі занадта далёка. У той жа час секцыі, дзе праводзіцца ацэнка ўплыву праэкту, значна менш дэталізаваныя. Замест гэтага «сімуляцыі», якія немагчыма праверыць, ды «разлікі», якія не прыводзяцца ў тэксце, ад «экспертаў», імёны якіх не называюцца, павінны паказаць, што ўсё-ўсё будзе добра. Няма нагод чакаць, што якасць гэтых разлікаў ды сімуляцый будзе лепей, чым скрадзенага ды поўнага памылак аналізу дрэвам адмоў з дзевятай главы. А пасля, грунтуючыся на гэтай не-ацэнцы, аўтары радасна агалошваюць, што ніякай небяспекі няма і праэкт можна зацвярджаць.
На самай справе, непатрэбна нават чытаць увесь дакумент, каб зразумець падыход аўтараў да падману і заўважыць адсутнасць у іх клопату пра патэнцыйныя небяспекі; дастаткова проста прачытаць высновы. Паколькі гэта і найбольш важная глава, і імавернасць, што яе прачытаюць, найвышэйшая, то можна было б чакаць, што тут у аўтараў павінна лепей атрымацца падтрымаць фасад прафесіяналізму. Але нават гэтая частка ўздымае бровы.
Высновы прыводзяцца ў главе 15 (с. 267), іх чатырнаццаць і яны займаюць менш за дзве старонкі, хаця падсумоўваюць дакумент амаль на 300 старонак. Выснова нумар адзін — гэта дзве фразы пра тое, што радыёактыўныя адкіды — гэта праблема, і таму патрэбен гэты праэкт. Выснова №2 — гэта адна фраза пра тое, што пункт для пахавання адкідаў будзе «высокатэхналягічны» і патрабуе «вузкапрофільных спецыялістаў». Выснова №3 зноў тлумачыць, чаму патрэбен гэты пункт, і зводзіцца да «калі пабудуем гэты доўгатэрміновы, будзе бяспечней, чым з кораткатэрміновымі, якія ўжо ёсць». Не прыводзіцца ніякіх аргументаў ці дадзеных у падтрымку. Можна падумаць, што яны ёсць недзе ў самой працы, але не, іх там няма.
Выснова №4 пра тое, наколькі добры гэты праэкт будзе для сацыяльнага ды эканамічнага развіцця рэгіёну. Сцвярджэнні тут самага агульнага характару, кшталту «больш працоўных месцаў!», і зноў без аніякага абгрунтавання. А яшчэ яны наўпрост супярэчаць выснове №2, дзе зазначана, што пункт выкарыстоўвае «абмежаваны штат» супрацоўнікаў.
Выснова №5 пералічвае патэнцыйныя пляцоўкі… і ўсё. Спіс пляцовак для разгляду ня можа быць высновай. Ён быў зыходнымі дадзенымі для гэтай ацэнкі. Высновай было б абраць адну з пляцовак, ці ранжыраваць іх па спрыяльнасці. Гэта, аднак, не было зроблена. Адзінае месца, дзе адбываецца хоць нейкая спроба вызначыць, якая з пляцовак больш падыходзіць, гэта на старонках 200-201. Там прадстаўлены аналіз эканамічных стратаў, звязаных са спілаваннем лесу на пляцоўках.
У выснове №6 апісваецца, якія тыпы бар’ераў ужываюцца, каб стрымліваць радыёактыўныя адкіды і не даваць ім выйсці ў асяроддзе. Што можа падацца добрай высновай, вось толькі гэты абзац на самай справе з росцехнадзораўскага дакумента пра агульныя патрабаванні бяспекі на пунктах пры-паверхневага пахавання радыёактыўных адкідаў. Канкрэтна, гэта пункт 8 у секцыі ІІ «Агульныя патрабаванні» у «Приповерхностное захоронение радиоактивных отходов. Требования безопасности НП-069-14». Зразумела, абзац не проста быў скапіраваны. Ён быў яшчэ і абрэзаны.
Толькі тут, амаль пасярэдзіне, высновы нарэшце пачынаюць тычыцца пытанняў патэнцыйных наступстваў праэкту. Высновы №7 і №9 абмяркоўваюць якасць паветра і вады, суадносна, і сцвярджаюць, што радыёактыўнага забруджвання не будзе, таму што яго не павінна быць. Выснова №9 яшчэ знаходзіць час запэўніць чытачоў, што будаўнікоў пункту забяспечаць бія-туалетамі. Ну, у такім выпадку хвалявацца няма аб чым.
Выснова №8 абяцае, што пункт не будзе занадта гучны, а выснова №10 сцвярджае, што самы горшы магчымы ўплыў праэкт акажа на глебу на пляцоўцы. Гэтая выснова нечакана дэталёвая: у ёй адной з чатырнаццаці прыведзены хоць-якія лічбы. На жаль, сказ, які ўтрымлівае лічбы, бессэнсоўны, і падобна, што гэта на самай справе два сказы, проста адзін выпадкова скапіравалі ў сярэдзіну другога.
Выснова №11 сцвярджае, што ня будуць закранутыя ахоўныя віды жывёлаў і раслін, хаця згодна з секцыямі 5.5 і 5.6 яны прысутныя на пляцоўках. Выснова №12 зазначае, што будзе арганізаваны вываз смецця, а выснова №13 складаецца з аднаго сказу пра тое, што «негатыўны ўплыў» ад праэкту будзе «мінімізаваны» нейкімі няяснымі «спецыяльнымі прыродаахоўнымі захадамі».
Нарэшце, выснова №14 абвяшчае, што гэты пункт пахавання радыёактыўных адкідаў быў ацэнены як «экалягічна бяспечны» аб’ект. Выснова, з якой цяжка пагадзіцца грунтуючыся на гэтым дакуменце.
Замест гэтага, як ужо напісана раней, непазбежнай высновай ёсць тое, што ў людзей, адказных за гэты праэкт, няма аніякага клопату пра тое, які ўплыў ён можа мець. І, на жаль, гэта немагчыма выправіць ані слушнымі парадамі, ані канструктыўнай крытыкай. Нават калі б міжнародная супольнасць прыйшла ў Беларусь і задарма пабудавала б ідэальна распрацаваны, сучасны пункт для пахавання адкідаў, Лукашэнка, хутчэй за ўсё, разабраў бы яго на часткі, прадаў бы іх, а потым усё роўна пабудаваў бы ўсё згодна свайму жудаснаму пляну. Проста ён такі чалавек: сквабны, глупы і цалкам без эмпатыі.
І ў гэтага чалавека ёсць атамная электрастанцыя, а зараз ён збіраецца пабудаваць комплекс каб перапрацоўваць, паліць і храніць радыёактыўныя адкіды такім чынам, які гарантуе катастрофу для Беларусі і суседніх краін.

Problems With Belarusian Radioactive Waste Disposal Facility
Part 4: Empty Conclusions by Indifferent Authors
The Environmental Impact Assessment (EIA) for the planned radioactive waste disposal facility in Belarus is full of misleading statements, glaring omissions and even outright lies. The worst implications, however, are related to the extremely poor quality of the analysis of the possible incident and accidents. It reveals an attitude of extreme disregard for the public safety and demonstrates that the people in charge of the project simply do not care about the consequences of their actions.
This disregard for the consequences summarizes the entire document. This is not actually an environmental impact assessment; this is a pretence of one. The people in charge do not care about any potential impact (environmental or otherwise) of the project that they are dead-set to complete. But the local regulations and international guidelines require that an EIA be done, so the authorities have ordered this excuse of a document.
The long and detailed sections using highly technical language to describe the conditions at the potential sites (like weather data, geological survey results, etc.) have been added to make the EIA sound professional and prevent people from reading too far. At the same time the sections that assess the impact from the project are nowhere near as detailed. Instead it’s just unverifiable «simulations» and unspecified «calculations» by unnamed «experts» that claim that everything will be fine. There’s no reason to expect that the quality here is any better than that of the stolen, error-ridden and inapplicable fault-tree analysis in chapter 9. Then, based on this non-assessment, the authors cheerfully announce that there is no danger whatsoever and the project may go ahead.
In fact, it is not even necessary to read the entire document in order to understand the authors’ approach to deception and notice their lack of concern about the potential dangers; it is enough to simply check the conclusions. As this is the chapter that is both most important and most likely to be read, one would presume that here the authors would do a better job of keeping up the façade of professionalism. Yet even this part manages to raise eyebrows.
The conclusions are contained in chapter 15 (p. 267), and comprise 14 points laid out on less than two pages, even though they are supposed to summarize an almost 300-page long document. Point number one is two phrases about radioactive waste being a problem, thus necessitating a storage facility. Point number two is a single phrase about such facility being «high-tech» and requiring «specialized professionals». Point three again explains in brief why a storage facility is needed and boils down to «if we build this long-term one it will be safer than the temporary ones we use now». No supporting arguments or data is provided. You might think they are buried somewhere in the main body of the work, but they are not.
Point number 4 is about how good this project will be for the social and economic development of the region. The statements here are of the most general «more jobs!» variety, again with nothing to support them. Also it directly contradicts point 2, which specifically states that the facility requires «limited staff».
Point 5 lists the three candidate sites… and nothing more. A list of sites to consider can hardly be considered a conclusion. It was the input for the assessment. A conclusion would be selecting one of the sites or ranking them based on suitability. This, however, has not been done. In fact, the only attempt to prioritize one site over the others is on pages 200-201. It’s a value comparison of monetary loss to the economy due to deforestation on the potential sites.
Point 6 describes the kinds of barriers that should be used to keep the radioactive waste from reaching the environment. Which would seem like a good conclusion, except this paragraph actually comes from the Russian Rostekhnadzor’s document on general requirements for the near-surface nuclear waste storage. Specifically, it is point 8 in section II «General Requirements» of the «Near-surface Storage of Radioactive Waste. Safety Requirements НП-069-14«. Of course, the paragraph wasn’t just copied. It was copied and trimmed down.
Only here, almost halfway in, do the conclusions finally turn to the question of the potential impact from the project. Points 7 and 9 discuss the quality of air and water respectively, and claim that there will be no radioactive contamination because there shouldn’t be any. Point 9 also takes time to reassure that there will be chemical toilets provided for the construction crew. Nothing to worry about, then.
Point 8 promises that the facility won’t be noisy and point 10 claims that the very worst thing about the project will be the removal of plants and soil from the site. This conclusion is unexpectedly detailed and is the only one out of fourteen to provide any specific numbers. However, the actual sentence that contains the numbers doesn’t really make sense and seems to actually be two sentences, with one having been accidentally copied into the middle of the other.
Point 11 claims that no protected species will be affected, even though according to sections 5.5 and 5.6 they are present at the sites. Point 12 clarifies that garbage collection will be organized, while point 13 consists of a single sentence promising that any «negative impact» from the project will be «minimized» through some unspecified «special environmental protection actions».
Finally, point 14 proclaims that the facility has been assessed to be «ecologically safe». A conclusion one cannot agree with based on this document.
Instead, as postulated earlier, the appropriate conclusion is that the people in charge of the project have zero concern about the impact it may have. And, unfortunately, this is something that no amount of sincere advice or constructive criticism can remedy. In fact, even if the international community would come to Belarus and build a perfectly designed, state-of-the-art facility free of charge, Alexander Lukashenko most likely would simply strip it for parts, sell them for profit and then still go through with this terrible plan. That’s just the kind of person he is: insatiable greed, crippling ignorance and total lack of empathy.
And this person has a nuclear power plant and is now going to build a facility to process, incinerate and store radioactive waste, in a way that is guaranteed to result in disaster for Belarus as well as the neighbouring countries.
