Частка 2: Небясьпечнае пахаванне

 

Як высьветлілася, праэктуемы ў Беларусі пункт пахавання радыёактыўных адкідаў будзе яшчэ і комплексам перапрацоўкі адкідаў. Але гэта далёка не адзіная сумная навіна з Ацэнцы Узьдзеяння на Навакольнае Асяроддзе (АУНА), якая нядаўна стала даступная. Ёсць і пытанні і да таго, што тычыцца пахавання адкідаў.


Афіцыйна, гэты пункт плянуецца для адкідаў, якія па клясіфікацыі МАГАТЭ адносяцца да нізка-актыўных (НАА), а таксама сярэдне-актыўных (САА), але толькі калі яны ўтрымліваюць радыёнукліды з перыядам паўраспада менш за 31 год. Згодна з беларускім заканадаўствам, такія адкіды павінны быць пахаваныя на глыбіні «да 100 метраў пад зямлёй». Зыходзячы з апісання модулей для пахавання адкідаў на старонцы 165, іх верх будзе прыблізна на ўзроўні паверхні зямлі, а ніз будзе на глыбіні ўсяго ў пяць з паловай метраў. Строга кажучы, гэта адпавядае заканадаўству, але толькі ледзь-ледзь. Для параўнання, калі ў ранніх 2010-х былі пляны (потым закінутыя) па пабудове пункта для пахавання падобных клясаў адкідаў у расейскім Сасновым Бары, модуль планавалася закапаць на 70 метраў пад зямлю; а МАГАТЭ рэкамендуе глыбіню «ад дзясяткаў да соцень метраў» для САА.

У дадатак, згодна з АУНА, праэктуемы пункт будзе таксама прымаць і высока-актыўныя адкіды (ВАА) і САА з доўга-жывучымі ізатопамі. Па законе, такія можна пахаваць толькі ў глыбокіх геалагічных фармацыях. Таму пункт будзе прымаць іх толькі на «часовае захоўванне», а не на «пахаванне». Але ў той час як пра працэдуру прымання ВАА і доўга-жывучага САА ёсць дэталёвая інфармацыя (старонка 26), пра працэдуру адпраўкі інфармацыі няма. Як няма яе і пра тое, колькі часу гэтыя адкіды будуць тут захоўвацца. Гэта наводзіць на думку, што «часовае захоўванне» з самага пачатку разглядаецца як пастаяннае, а такая фармуліроўка выкарыстоўваецца проста каб абысці закон.

Далей – болей. Згодна з гідрагеалягічным аналізам у секцыі 7.3 у выпадку выцеку адкідаў, яны дасягнуць бліжэйшых рэк у тэрмін ад 6 да 15 год (у залежнасьці ад таго, якая з патэнцыйных пляцовак будзе абраная). А па рэках яны правандруюць праз Беларусь і трапяць ці ва Украіну, ці ў Літву (зноўку, у залежнасьці ад пляцоўкі). Наўрад ці насельніцтва любой з краінаў будзе гэтаму рада.

АУНА сама рэкамендуе бурэнне скважынаў з прыстасовамі для маніторынгу выцекаў (сс. 228, 232), а судзячы па фармуліроўцы на старонке 250 хаця б частка з іх павінна быць на тэрыторыі пункта. Аднакш такія скважыны адсутнічаюць на схеме пункта ў дадатку А, што выклікае пытанні наконт таго, ці будзе рэкамендацыя выкананая.

Нават калі пункт будзе працаваць без здарэнняў, выцек можа адбыцца хутчэй, а не пазней. Выкарыстоўвацца будуць у асноўным кантэйнеры для адкідаў НЗК-150-1,5П, тэрмін службы якіх складае 50 год ва ўмовах захоўвання і 300 год у пахаваным стане. І ў наяўных крыніцах няма кансэнсусу, як гэта трэба разумець. Ці то гэта «50 год захоўвання, а потым яшчэ 300 год пахавання», ці «50 год захоўвання, а потым 250 год пахавання, і ў суме атрымліваецца 300 год», ці нават «або 50 год захоўвання, або 300 год пахавання». А гэта дастаткова важная дэталь. Таму што, судзячы па апісанні функцыянавання пункту, модулі пахавання будуць запаўняцца паступова, і нават пасьля запаўнення модуль не будзе пахаваны адразу. Згодна са старонкай 221, кантэйнеры будуць заставацца «ва ўмовах часовага захавання» з мэтай дасьледвання зьменаў уласьцівасьцяў бар’ераў. Такім чынам, кантэйнеры будуць на доўгі тэрмін заставацца непахаванымі, патэнцыйна значна зніжая іх тэрмін службы.

Як адзначаецца на старонцы 236, матэрыял, у якім кантэйнеры будуць пахаваныя, разлічаны на адно стагоддзе, хаця звычайна для такой мэты гэта павінна быць тры-пяць стагоддзяў. У той жа час, пра тэрмін службы жалезабетону модулей пахавання няма наогул аніякай інфармацыі. Звычайна, жалезабетон трымаецца 70-100 год (і нават больш доўга з пэўнымі сумесямі), але гэты час можа быць значна зніжаны нават такімі простымі рэчамі, як няправільнае размяшчэнне арматуры ці выкарыстанне вады неадпаведнай якасьці. Такія памылкі не падаюцца немагчымымі, калі ўлічваць адсутнасьць увагі да дэталяў ды агульную некампетэнтнасьць, якія дэманструюць у гэтай АУНА людзі, адказныя за праэкт. Нарэшце, жалезабетон абакружаецца слоем гліны і бентаніта, пра які проста зазначана, што ён «будзе выпаўняць свае функцыі …. пакуль будзе захоўвацца яго структурная цэласнасьць». Нішто з гэтага не ўсяляе шмат упэўненасьці, калі ўлічваць, што модулі будуць на самай паверхні, а значыць, будуць павінны вытрымліваць фактары ад цыклаў замарозкі-размарозкі да ўздзеяння флоры ды фаўны. У дадатак, АУНА папярэджвае, што дэфармацыйныя ўласьцівасьці глебы на адной з пляцовак могуць прывесьці да дадатковых напружанняў у модулях пахавання (с. 176). Гэта можа быць яшчэ пагоршана выцягнутай формай модулей (адносіна даўжыні да шырыні каля пяць да аднаго), таму што падчас павольнага паступовага запаўнення модулі доўга будуць знаходзіцца ў стане нераўнаважнага размеркавання нагрузкі.

Такім чынам, калі ўзяць самы доўгі прыведзены ў АУНА тэрмін службы (100 год для матэрыяла запаўнення модулей) і ўспамянуты раней гідрагеалягічны аналіз, атрымліваецца, што пасьля таго, як адкіды выйдуць з кантэйнера, яны могуць пачаць атручваць бліжэйшыя рэкі ўжо праз 106 год. І гэта ў выпадку, калі пункт працуе як заплянавана, без здарэнняў і аварыяў.

АУНА ўключае ў сябе ацэнку наступстваў магчымых здарэнняў. Разглядаюцца тры сцэнары: разбурэнне кантэйнера ў выніку падзення; падзенне пяцітоннага самалёту; падзенне 400-тоннага самалёту (старонка 206). Дакумент запэўнівае, што ва ўсіх выпадках доза апраменьвання для насельніцтва будзе ніжэй за ўзровень рэагавання.

Аднак, з нейкай незразумелай нагоды мяркуецца, што ў выпадку разбурэння кантэйнеру ў асяроддзе патрапіць у тысячу разоў меней радыёактыўнасьці, чым кантэйнер для САА звычайна ўтрымлівае (с. 22). Нават у сцэнары падзення 400-тоннага самалёту чамусьці прапануецца выкід радыёактыўнасьці ў пяць разоў меней, чым у адным кантэйнеры. А пункт разлічаны на тысячы кантэйнераў. А кантэйнеры для ВАА не разглядаюцца наогул.

Пакуль гаворка вядзецца пра колькасьць кантэйнераў, трэба зазначыць, што згодна з апісаннем на старонцы 165 кожны модуль пахавання будзе мець аб’ём, дастатковы для пахавання «як менш» 15 тысячаў кубічных метраў адкідаў, брутта. З улікам знешніх памераў кантэйнера для радыёактыўных адкідаў (1,65х1,65х1,375 м, згодна з вытворцай), гэта адпавядае прыблізна 4 тысячам кантэйнераў. А паколькі такіх модуляў будзе дзесяць, агульная ёмістасьць пункту ня меншая за 40 тысяч кантэйнераў. Лічба, якая прыблізна ў два разы больш за колькасьць адкідаў, якія, як чакаецца, выпрацуе Астравецкая АЭС (сс. 15-16). У той жа час, калі сыходзіць з плошчы модулей захоўвання (дадатак А) і іх глыбіні (с. 165), можна падлічыць, што максімальная ёмістасьць пункту будзе каля 60 тысяч кантэйнераў. Атрымліваецца, што Лукашэнка плянуе пабудаваць пункт з ёмістасьцю, якая ў два-тры разы перавышае колькасьць адкідаў, якія, як чакаецца, будуць выпрацаваныя ў Беларусі. Гэта можа значыць, што ён збіраецца яшчэ і імпартаваць адкіды з іншых краінаў.

Што ж тычыцца авіякатастрофаў, аналізуюцца толькі сцэнары з разбурэннем самалётаў у паветры, таму што старонка 207 сьцьвярджае, што гэта найбольш імаверна. Гэта няпраўда: дзьве самыя частыя прычыны сур’ёзных здарэнняў з самалётамі — гэта страта кантролю ды кантраляваны палёт да паверхні. У першым выпадку самалёт часта застаецца цэлым да сутыкнення з зямлёй, у другім самалёт менавіта цэлы.

Далей, калі глава 10 сьцьвярджае, што здарэнне з удзелам 400-тоннага самалёту ня будзе ўяўляць небясьпеку, разглядаецца толькі пажар ад авіяцыйнага паліва. Гэты аналіз заснаваны на сімуляцыях з іншага даследвання; і тое самае даследванне падлічвае, што сейсмічны шок ад удару такога самалёта будзе вышэй, чым той, які разлічаны вытрымаць кантэйнеры для адкідаў. Нават калі самалёт упадзе ў 2 кіляметрах ад пляцоўкі.

Такім чынам, заплянаваны ў Беларусі пункт толькі ледзь-ледзь адпавядае патрабаванням для пахавання радыёактыўных адкідаў, на якія ён разьлічаны. Дзякуючы абыходу законаў, ён будзе выкарыстоўвацца для радыёактыўных адкідаў, патрабаванням для пахавання якіх ён зусім не адпавядае. Ён будзе выкарыстоўвацца яшчэ і для пахавання адкідаў з іншых краін. Не будзе маніторынгу выцекаў, а дзякуючы гідрагеалягічным ўмовам выцек дасягне бліжэйшых рэк у лічаныя гады. Тэрмін службы прапанаваных модулей захавання выклікае пытанні, а аналіз здарэнняў і аварыяў мэтанакіравана абмежаваны сцэнарамі са спрыяльнымі ўмовамі. Ня трэба казаць, што гэта ўсё наўрад ці можна назваць «бясьпечным пахаваннем радыёактыўных адкідаў».

 

Аднак, нават гэта не самыя вялікія праблемы; найбольш важны «недахоп» гэтай АУНА будзе разгледжаны ў наступнай частцы.

Problems With Belarusian Radioactive Waste Disposal Facility

Part 2: Unsafe Disposal

The fact that the planned Belarusian radioactive waste disposal facility turns out to be also a radioactive waste treatment facility is far from the only piece of unpleasant news that came from the Environmental Impact Assessment (EIA) that recently became available. There are questions about the «disposal» part of the operations, too.

Officially, this facility is mainly intended for what under International Atomic Energy Agency’s classification would be Low level waste (LLW) and Intermediate level waste (ILW), but only if contained radionuclides have half-lives shorter than 31 years. Under Belarusian law these classes of waste should be disposed of «at depths of up to 100 meters below the ground». Based on the description of disposal buildings on page 165, at this facility their top will be level with surface, while the bottom will be at the depth of just five and a half meters. Which strictly speaking is legal, but just barely. For comparison, when in early 2010’s there were plans (later abandoned) to build a facility for the disposal of similar classes of waste in Russia’s Sosnovy Bor, it was to be buried 70 meters below the ground. The International Atomic Energy Agency recommends depths «of tens of meters to a few hundred meters» for ILW.

Additionally, according to the assessment, the proposed Belarusian facility will also receive High level waste (HLW) and ILW with long-lived isotopes. Legally, waste like this may only be disposed of in deep geological formations. Which is why the facility will only accept this waste for «temporary storage» rather than «disposal». But while there is detailed information about the procedure for receiving HLW and long-lived ILW (page 26), there is no information whatsoever on the procedure of its removal. Nor is there any information on how long it will stay. Which suggests that the «temporary storage» is from the start intended to be permanent, and the wording is simply used as a legal loophole.

Then there’s more. According to the hydrogeology analysis in the section 7.3 should a leak occur, it will only take between 6 and 15 years (depending on which site is selected) for radioactive contamination to reach nearest rivers. Then it will travel through Belarus and into either Ukraine or Lithuania (again, depending on the site). It’s unlikely people in any of the countries will be too happy about this.

The EIA itself recommends to have boreholes with monitoring equipment in order to detect leaks (pp. 228, 232), and the wording on page 250 implies that at least some of them should be on the territory of the facility. However, such structures are conspicuously absent from the scheme of the facility in appendix A, which raises doubts that the recommendation will be followed.

Even if the facility operates without incidents a leak may happen sooner, rather than later. The radioactive waste containers that will be primarily used are НЗК-150-1,5П, which are stated to last 300 years if in buried state and 50 years if in temporary storage. And the available sources do not seem to agree, whether this is meant to be understood as «50 years of storage followed by 300 years of disposal» or «50 years of storage followed by 250 years of disposal for a total of 300 years» or even «either 50 years of storage or 300 years of disposal». A distinction, which is rather important. Because judging by the descriptions of the facility’s operations the containment structures will be gradually loaded with containers, and even after a structure is filled to capacity it will not be buried right away. According to page 221 the containers will then remain under «temporary storage conditions» for the purpose of monitoring the structures’ behaviour. Meaning that the containers will be in un-buried state for a prolonged period of time, potentially reducing their lifetime significantly.

As described on page 236, the material that containers will be buried in is rated to last a century, even though usually for a purpose like this it should be 3 to 5 centuries. At the same time, there is absolutely no information about the design life of the reinforced concrete of the containment building. Normally, reinforced concrete has a lifetime of around 70-100 years (and even longer with certain concrete mixes), but it can be cut drastically by something as simple as wrong rebar placement or inadequate quality of water used for mixing. Mistakes which do not seem impossible, given the lack of attention to details and overall incompetence displayed by the people in charge of the project in this EIA. Finally, the reinforced concrete is surrounded by a clay and bentonite layer, which is simply stated to «serve its function … as long as its integrity is preserved». None of this inspires much confidence, considering that the structures will be at the very surface and thus will have to withstand factors ranging from freeze-thaw cycles to impact from flora and fauna. Additionally, the EIA warns about the soil deformation properties which my lead to additional stress on the structures on one of the potential sites (p. 176). This may be further exacerbated by the elongated shape of the containment structures (length to width ratio is about 5 to 1), because during the slow and gradual loading the structures will experience prolonged uneven load distribution.

Thus, taking the longest design life actually quoted in the EIA (100 years for the filling material) and earlier hydrogeology estimate, it appears that after the contamination exits the radioactive waste containers the facility may start poisoning nearby rivers in as little as 106 years. And that’s if the facility operates as designed, without incidents and catastrophes.

The assessment does include an estimate of what impact an incident may have. There are three scenarios analyzed: fall that results in a destruction of a container; crash of a 5-tonne airplane; crash of a 400-tonne airplane (page 206). The document insists that in all cases exposure of population to the radioactivity will be below action levels.

However, for some unexplained reason the scenario of destroyed container assumes release of radioactivity that is a thousand times lower than what an ILW container is expected to hold (page 22). Even in the scenario of 400-tonne plane crash the considered release is somehow about 5 times lower than the amount in a single container. And the facility is designed for thousands of such containers. And the HLW containers aren’t considered in the analysis at all.

While on the subject of the number of containers, it is worth pointing out that according to the description on page 165 a single containment structure will have enough volume to store «at least» 15 thousand cubic meters of waste, gross. It amounts to about 4 thousand radioactive waste containers, given their outer dimensions (1.65x1.65x1.375 m, according to the manufacturer); and since there are 10 containment structures the total capacity is no less than 40 thousand containers. A number which is about two times greater than the total amount of radioactive waste that the Astravets NPP is expected to generate (pp. 15-16). At the same time, based on the area of the containment structures (appendix A) and their depth (p. 165) the upper limit for the facility’s total capacity can be calculated at about 60 thousand containers. Thus, it appears that Lukashenko is planning to build a facility with capacity that’s two to three times greater than the amount of waste expected to be generated in Belarus. This may indicate that he intends to import radioactive waste from other countries as well.

As for the airplane crashes, the analysis only considers scenarios of planes disintegrating midflight, because page 207 claims such a scenario to be the most likely. This is simply not true: two of the most common causes of serious aircraft accidents are Loss of control and Controlled flight into terrain. In case of the former the plane is likely to remain in one piece until hitting the ground, while during the latter the plane specifically has to be intact.

Furthermore, when chapter ten claims that an accident involving 400-tonne plane will not present danger to the population the analysis only involves spilled fuel catching fire. This analysis is based on simulations from a separate research paper; and the very same research paper also estimates the seismic shock from the impact of said plane to be greater than what the radioactive waste containers are designed to withstand. Even if the plane hits 2 kilometers away.

So, the proposed Belarusian facility only barely satisfies the requirements for the disposal of the radioactive waste it is intended for. Thanks to a legal loophole it will also be used for the radioactive waste that it is absolutely not appropriate for. It will also be used for the radioactive waste imported from other countries. There will be no leak monitoring, and thanks to hydrogeology conditions at the potential sites leaks will reach nearest rivers in a matter of years. The design life of the proposed containment structures raises questions, and the analysis of the incidents and accidents is deliberately limited to cherry-picked scenarios. Needless to say, this is far from what can be called «safe radioactive waste disposal».

However, even these are not the biggest problems; the most important issue with the EIA will be discussed in the next part.
