Радыёактыўная катастрофа на маршы: аналізуем кавалкі АУНА. І гэта – зусім ня жарты

Нядаўна стала даступная так званая Ацэнка Узьдзеяння на Навакольнае Асяроддзе (АУНА) для пункта пахавання радыёактыўных адкідаў, які праектуецца ў Беларусі. І сказаць, што гэты даумент выклікае непакой, гэта не сказаць нічога.


Дакумент утрымлівае выказванні, якія ўводзяць у зман ці з’яўляюцца наўпрост хлусьлівымі, а таксама замоўчвае факты. У той жа час, шмат якія з высноваў абагрунтоўваюцца нявызначанымі «мадэляваннямі» ды «разьлікамі», якія не прыводзяцца ў самой працы, і таму іх немагчыма прааналізаваць. Зразумела, што прысутнасьць выказванняў, хлусьлівасьць якіх магчыма даказаць, дадае сумневаў наконт гэтых высноваў, якія нельга праверыць. Але найгоршыя высновы з гэтай АУНА зьвязаныя з тым, наколькі блага зроблены аналіз магчымых здарэнняў і авырый. Гэта робіць відавочным цалкам абыякавае стаўленне да грамадскай бясьпекі і дэманструе, што людзям, адказным за гэты праэкт, пляваць на наступствы іх дзеянняў. Залішне казаць, што такіх людей трэба трымаць як мага далей ад любой тэмы са словам «радыёактыўны» у назве.

Нечакана, гэта як раз тое, дзе пачынаюцца праблемы – адразу ў назве АУНА, на вокладцы. Таму што хоць там і сцвярджаецца, што гэта – пункт «пахавання» адкідаў, з саміх плянаў становіцца зразумела, што гэта будзе яшчэ і пункт перапрацоўкі адкідаў. У тэксце падобны комплекс па перапрацоўцы радыёактыўных адкідаў у Расеі наўпрост называецца як «аб’ект-аналаг». Радыёактыўныя матэрыялы будуць вымацца з кантэйнераў для таго, каб разбіваць іх на кавалкі, апрацоўваць хімікатамі і высокім ціскам, і нават будуць спальвацца. Зразумела, што гэта ўсё значна больш небясьпечна, чым проста прывезьці запячатаны кантэйнер і апусціць яго ў модуль пахавання. А паколькі адкіды будуць спальваць, нават падчас штодзённай працы гэтая пляцоўка будзе выпускаць радыёактыўныя часьціны ў паветра.

Ёсць пытанні і да таго, што тычыцца пахавання адкідаў. Згодна з заканадаўствам, тыя клясы адкідаў, на якія ў асноўным разлічаны гэты праэкт, павінны быць пахаваныя на глыбіні «да 100 метраў пад зямлёй». Зыходзячы з апісання модулей для пахавання адкідаў, іх верх будзе прыблізна на ўзроўні паверхні зямлі, а ніз будзе на глыбіні ўсяго ў пяць з паловай метраў. Строга кажучы, гэта адпавядае заканадаўству, але толькі ледзь-ледзь. Для параўнання, калі ў ранніх 2010ых былі пляны (потым закінутыя) па пабудове пункта для пахавання падобных клясаў адкідаў у расейскім Сасновым Бары, модуль планавалася закапаць на 70 метраў пад зямлю; а МАГАТЭ рэкамендуе глыбіню «ад дзясяткаў да соцень метраў».

У дадатак, згодна з АУНА, праектуемы пункт будзе таксама прымаць і радыёактыўныя адкіды найвышэйшага ўзроўню небяспекі. Па законе, такія можна пахаваць толькі ў глыбокіх геалагічных фармацыях. Таму пункт будзе прымаць іх толькі на «часовае захоўванне», а не на «пахаванне». Але ў той час, як пра працэдуру прымання гэтых адкідаў ёсць дэталёвая інфармацыя, пра працэдуру адпраўкі інфармацыі няма. Як няма яе і пра тое, колькі часу гэтыя адкіды будуць тут захоўвацца перад далейшай адпраўкай. Гэта наводзіць на думку, што «часовае захоўванне» з самага пачатку разглядаецца як пастаяннае, а такая фармуліроўка выкарыстоўваецца проста, каб абысці закон. Але атрымалася абысці закон ці не, калі радыёактыўныя адкіды найвышэйшага ўзроўню небясьпекі будуць пахаваныя ў неналежных умовах, гэтыя адкіды выйдуць у наваколле і пачнуць атручваць паветра, ваду, глебу, расліны, людзей. Пры гэтым гідрагеалагічны аналіз у АУНА радасна зазначае, што, калі радыёактыўныя матэрыялы трапяць з модулей пахавання ў глебу, яны дасягнуць бліжэйшых рэк у тэрмін ад 6 да 15 год (у залежнасьці ад таго, якая з патэнцыйных пляцовак будзе абраная). А па рэках яны правандруюць праз Беларусь і трапяць ці ва Украіну, ці ў Літву (зноўку, у залежнасьці ад пляцоўкі). Наўрад ці насельніцтва любой з краінаў будзе гэтаму рада.

Таксама трэба зазначыць, што з апісання пункту вынікае, што яго ёмістасць значна перавышае колькасць адкідаў, якія, як чакаецца, выпрацуе Астравецкая АЭС (лічба, якая на дзіва дарэчна прыводзіцца ў АУНА). Гэта можа значыць, што Лукашэнка збіраецца яшчэ і імпартаваць адкіды з іншых краінаў.

У той жа час нейкім чынам у гэтага пункту атрымліваецца ўяўляць з сябе небясьпеку нават без аніякіх адкідаў. Крыніцай гэтай небясьпекі ёсць лес, які давядзецца спілаваць, каб расчысціць месца пад пункт пахавання. Падобна, драўніну збіраюцца пусціць у камерцыйнае выкарыстанне, хаця АУНА папярэджвае, што лес на адной з пляцовак-кандыдатаў забруджаны радыёнуклідамі ў выніку Чарнобыльскай аварыі.

Аднак, як ужо зазначана раней, больш за ўсё непакоіць тое, як гэтая АУНА падыходзіць да пытання інцыдэнтаў і аварый. Разглядаюцца тры сцэнары: разбурэнне кантэйнера ў выніку падзення; падзенне пяцітоннага самалёту; падзенне 400-тоннага самалёту. З нейкай незразумелай нагоды мяркуецца, што ў выпадку разбурэння кантэйнеру ў асяроддзе патрапіць у тысячу разоў меней радыёактыўнасьці, чым такі кантэйнер звычайна ўтрымлівае. Нават у сцэнары падення 400-тоннага самалёту чамусьці прапануецца выкід радыёактыўнасьці ў пяць разоў меней, чым у адным кантэйнеры. А пункт разлічаны на тысячы кантэйнераў.

Пры гэтым у сцэнары з катастрофай 400-тоннага самалёта разглядаецца толькі пажар ад авіяцыйнага паліва. Аналіз заснаваны на сімуляцыях з іншага даследвання; і тое самае даследванне падлічвае, што сейсмічны шок ад удару такога самалёта будзе вышэй, чым той, які разлічаны вытрымаць кантэйнеры для адкідаў. Нават калі самалёт упадзе ў 2 кіляметрах ад пляцоўкі. А 400 тон – гэта далёка не цяжэйшы авіялайнер; напрыклад, Аэробус A380 мае максімальную вагу ўзлёта ў 575 тон.

Улічваючы гэтыя недахопы ацэнкі, сьцвярджэнні, што здарэнне на пункце пахавання адкідаў не будзе ўяўляць небясьпеку для насельніцтва, не падаюцца пераканаўчымі. Але АУНА сцьвярджае, што ёсць і іншая нагода не страшыцца катастроф. Падобна, згодна з разьлікамі, імавернасьць аварыі на пункце настолькі нізкая, што яна адно што немагчымая. Аналіз «дрэвам адмоваў», які прывёў да гэтай высновы, ёсць найгоршай часткай усей працы.

Трэба пачаць з таго, што аналіз ня быў выкананы як частка гэтай АУНА, ён цалкам узяты з дыплёму студэнта Томскага Палітэхнічнага Універсітэту, напісанага ў 2019 годзе (добра, што аўтары хаця б згадалі яго ў сьпісе літаратуры). Нічога не замінае дыплёму быць добрай і карыснай навуковай працай; але гэтая канкрэтная праца не з’яўляецца ні добрай, ні карыснай, ні нават навуковай. Большая частка тэксту зкапіравана з іншых крыніц ці ня мае дачынення да тэмы працы (ці ўсё адразу). Так, напрыклад, цэлая старонка адведзена пад вызначэнне, ці адпавядаюць стол і кампутар аўтара патрабаванням бясьпецы для працоўных месцаў.

Сам жа аналіз зроблены настолькі прымітыўна, што гэта больш падобна на школьную прэзентацыю. Згодна з аналізам, пажар можа ўзнікнуць толькі ў выніку кароткага замыкання, абсталяванне можа перастаць працаваць толькі з-за адключэння электрычнасьці, модуль для пахавання адкідаў можа згубіць цэласнасць толькі з-за катастрофы.

Але нейкім чынам, неглядзячы на прымітыўнасць, гэты аналіз усё-ж такі схітраецца ўтрымліваць памылкі. Напрыклад, атрымліваецца, што модуль для пахавання здольны прадухіліць выйсце радыёактыўнасці ў асяроддзе, нават калі кантэйнер быў пашкоджаны яшчэ падчас транспартыроўкі ў гэты самы модуль. У іншым месцы непажаданае здарэнне азначана як «знікненне электрычнасьці», хаця з апісання ў тэксце зразумела, што гэта павінна быць «картокае замыканне». Нават з сымбалямі блытаніна: на дыяграме дрэва адмоваў базавыя адмовы павінны пазначацца кругам. Замест аўтар выкарыстоўвае ромб для адмоў, якія сам вызначае як базавыя (можна прызнаць, што некаторыя з тых «базавых адмоў» дакладна магчыма яшчэ разьвіць, але сам аўтар гэтага не ўдакладняе).

Таксама існуюць пытанні і да вызначэння імавернасьці адмоў. Па-першае, гэтыя імавернасьці павінны прыводзіцца для пэўнага тэрміну працы, інакш яны проста ня маюць сэнсу. Тэарэтычна, можна падумаць, што тут яны прыведзеныя для поўнага тэрміну працы пункта, але аўтар зноў не дае тлумачэнняў на гэты конт, што сведчыць пра тое, што ў яго адсутнічае нават базавае разуменне таго, над чым ён працуе.

Па-другое, гэтыя імавернасьці не атрыманыя з нейкага аналізу аперацый, ці эксперыментаў, ці гістарычных дадзеных. Аўтар нават не запытаўся ў вытворцы пра імавернасьць выпадку вытворчага браку кантэйнера для радыёактыўных адкідаў. Замест гэтага, пяць неназваных «экспертаў» запоўнілі анкеты, дзе ацанілі імавернасць кожнай з’явы па шкале ад аднаго да пяці («Амаль немагчыма» да «Амаль гарантавана»). Потым гэтыя балы былі пераведзеныя ў значэнні імавернасьці, і іх сярэдняе арыфметычнае было аб’яўленае імавернасьцю з’явы. Няма патрэбы казаць, што гэта наўрад ці дакладны метад, тым болей, калі гаворка ідзе пра настолькі небяспечныя матэрыялы.

Нарэшце, гэты аналіз быў зроблены менавіта для пункту пахавання адкідаў. А як ужо было прыгадана вышэй, Ацэнка Узьдзеяння на Навакольнае Асяроддзе, якая тут абмяркоўваецца, праводзілася для пункту пахавання і перапрацоўкі. Гэта значыць, што, слушныя ці не, высновы з гэтага аналізу будзе тут немагчыма выкарыстоўваць у любым выпадку. Зразумела, што калі на аб’екце паляць адкіды, дык для пажару ёсць значна больш нагод, чым толькі «кароткае замыканне».

Цікава, што АУНА сцвярджае (прычым двойчы), што ацэнка імавернасцяў была праведзеная экспертамі з кампаніі-вытворцы ядзернага паліва ТВЭЛ, якая належыць РосАтаму, ды беларускай дзяржаўнай БелНДПІЭнергапрам. Але нейкім чынам вынікі гэтых ацэнак атрымаліся роўна такія ж як і ў зыходным дыплёме. З парай выключэнняў: у АУНА ў абедзвюх табліцах імавернасцяў бракуе аднаго радку дадзеных, хаця на дыяграме дрэва адмоў адпаведныя з’явы прысутнічаюць.

То бок, аўтары АУНА ня толькі нахлусілі пра крыніцу ацэнак, але яшчэ і нейкім чынам ня здолелі як сьлед скапіраваць скрадзеныя дадзеныя. Двойчы запар. Цікава, як бы эксперты ацанілі імавернасьць такога здарэння.

Нягледзячы на праблемы, а хутчэй нават менавіта з-за іх, гэты, прабачце, кавалак АУНА, што прысвечаны аналізу здарэнняў, усе-ж такі нясе карысную інфармацыю. А менавіта тое, што людзей, адказных за будаўніцтва ў Беларусі пункту перапрацоўкі і пахавання радыёактыўных адкідаў, аніяк не турбуюць наступствы іх дзеянняў. Таму што няма ніякага іншага варыянта, як настолькі блага зроблены і поўны відавочных памылак аналіз мог трапіць у 300-старонкавы дакумент, які тычыцца радыяцыйнай бясьпекі. Ніяк інакш ён ня мог быць не заўважаны амаль двумя тузінамі дырэктараў, інжынераў ды спецыялістаў, якія пакінулі свае подпісы пад гэтай АУНА.

Адсутнасць хвалявання пра наступствы падсумоўвае ўвесь дакумент. Ён не з’яўляецца ацэнкай ўздзеяння на навакольнае асяроддзе, а толькі прыкідваецца ёй. Улады ўжо вырашылі будаваць гэты праэкт і зусім не пякуцца пра яго ўздзеянне на навакольнае асяроддзе ці хоць-што яшчэ. Але закон і міжнародныя нормы патрабуюць, каб АУНА была праведзенная, і таму быў замоўлены гэты неда-дакумент.

І, на жаль, гэтая адсутнасць хвалявання пра наступствы не можа быць выпраўленная ані слушнымі парадамі, ані канструктыўнай крытыкай. Таму што нават калі б усе недахопы ў тэхнічных дэталях і інжынерных вырашэннях былі б папраўленыя і праэкт стаў бы ідэальным на паперы, гэта ўсё роўна не вырашыць першапачатковую прычыну праблемы. Калі людзям, адказным за праэкт, пляваць на наступствы, іх некампетэнтнасьць, карумпіраванасьць ды крадзеж выдзеленых сродкаў у любым выпадку прывядуць да катастрофы.

Гэта, на жаль, і ёсць галоўная выснова, якую можна зрабіць з гэтай АУНА. Ражым Александра Лукашэнка заплянаваў нешта, што гарантавана скончыцца катастрофай для Беларусі і суседніх краін.

Not a radioactive waste repository project, but a blueprint for a radioactive disaster


An Environmental Impact Assessment (EIA) for the planned radioactive waste disposal facility in Belarus has recently made its way to the public, and to say that the document raises concerns is to say nothing.


There are misleading statements, glaring omissions and even outright lies. At the same time, many of the conclusions rely on unspecified «simulations» or «calculations» that are not presented in the work and thus cannot be verified. Obviously, the presence of provably false statements casts additional doubt on such unverifiable conclusions. The worst implications of this EIA, however, are related to the extremely poor quality of the analysis of the possible incident and accidents. It reveals an attitude of extreme disregard for the public safety and demonstrates that the people in charge of the project simply do not care about the consequences of their actions. Needless to say, people like that should be nowhere near anything that has the word «radioactive» in the title.

Curiously, this is where the problems start – right in the title of the EIA, on the cover page. Even though it claims that this is a waste «disposal» facility, the actual plans make it clear that this will also be a radioactive waste treatment facility. In fact, a radioactive waste treatment facility in Russia is explicitly called «analogous». Radioactive material will be taken out of containers to be broken up, treated with chemicals, subjected to high pressure, and even incinerated. Obviously, all of this is a lot more dangerous than simply bringing in a sealed container and lowering it into a containment structure. And since there is an incinerator, even during routine operation this facility will be spreading radioactive material into the environment.

There are questions about the «disposal» part of the operations, too. This facility is mainly intended for the classes of waste that under Belarusian law should be disposed of «at depths of up to 100 meters below the ground». Based on the description of the containment structures, at this facility their top will be about level with surface, while the bottom will be at the depth of just five and a half meters. Which strictly speaking is legal, but just barely. For comparison, when in early 2010’s there were plans (later abandoned) to build a facility for the disposal of similar classes of waste in Russia’s Sosnovy Bor, it was to be buried 70 meters below the ground; the International Atomic Energy Agency recommendation is depths «of tens of meters to a few hundred meters».

Additionally, according to the EIA, the proposed Belarusian facility will also receive radioactive waste of the highest level of danger. Legally, waste like this may only be disposed of in deep geological formations. Which is why the facility will only accept this waste for «temporary storage» rather than «disposal». But while there is detailed information about the procedure for receiving this waste, there is no information whatsoever on the procedure of its removal. Nor is there any information on how long it will stay. Which suggests that the «temporary storage» is from the start intended to be permanent, and the wording is simply used as a legal loophole. But, clever loophole or not, if radioactive waste of the highest level of danger is disposed of in structures that are not designed to hold it, it will escape into environment and start poisoning people. And the hydrogeology analysis in the EIA cheerfully concludes that should radioactive material escape from the containment into the soil, it will reach nearest river in 6 to 15 years (depending on which of the potential sites is selected). Then it will travel through Belarus and into either Ukraine or Lithuania (again, depending on the site). It’s unlikely that people in any of these countries will be too happy about this.

It is also worth pointing out that the description of the facility suggests that its intended capacity is substantially greater than the total amount of radioactive waste that the Astravets NPP is expected to generate (a number which is, surprisingly, helpfully provided in the EIA). This may indicate that Lukashenko intends to import radioactive waste from other countries as well.

At the same time, somehow, the proposed facility manages to present danger even without the radioactive waste. The source of the danger is the wood that will be cut down to create space for the facility. Apparently, it is planned to be put into commercial use, even though the EIA explicitly warns about radionuclide contamination of the forest on one of the potential sites (as a result of Chernobyl disaster).

However, as stated earlier, the most troubling implications are related to the way this EIA approaches the question of the incidents and accidents. There are three scenarios analyzed: container failure as a result of a fall; crash of a 5-tonne airplane; crash of a 400-tonne airplane. For some unexplained reason the scenario of container failure assumes a release of radioactivity that is a thousand times lower than what a container is expected to hold. Even in the scenario of 400-tonne plane crash the considered release is somehow about 5 times lower than the amount held in a single container. And the facility is designed for thousands of such containers.

In the scenario of 400-tonne plane crash the analysis only involves spilled fuel catching fire. This analysis is based on simulations from a separate research paper; and the very same research paper also estimates the seismic shock from the impact of said plane to be greater than what the radioactive waste containers are designed to withstand. Even if the plane hits 2 kilometers away. And 400-tonne is far from heaviest a commercial airliner can be; for example, Airbus A380 has a maximum take-off weight of 575 tonne.

With these flaws of the assessment considered, claims that an incident at the facility will not present danger to the population do not seem even remotely convincing. However, the EIA claims that there is another reason not to fear catastrophes. Apparently, according to the calculations the probability of an accident at the facility is so low, that it might as well be impossible. The fault tree analysis that led to this conclusion is undeniably the worst part of the entire work.

To begin with, the analysis has not been conducted as a part of this EIA; it is taken in its entirety from a 2019 bachelor’s thesis of a student of the Tomsk Polytechnic University (at least the authors of the assessment have included it in references). Nothing fundamentally stops a bachelor’s thesis from being a useful and high-quality piece of scientific work, but this piece of work is neither useful, nor high-quality, nor even scientific. Most of the text is either copied from elsewhere or has nothing to do with the subject matter (or both). There is an entire page dedicated to checking whether or not author’s desk and computer meet the workplace safety guidelines.

The fault tree analysis itself is done in a way so simplistic, that it would be more appropriate for a high-school project. According to the analysis, a fire may happen only as a result of a short-circuit, equipment may stop working only because of a power loss, containment structure may lose integrity only after a catastrophic event.

But somehow, despite simplicity, this analysis still has room for mistakes. For example, it implies that the containment structure will be able to prevent a spill into environment even if a waste container is damaged while still being transported to the containment structure. Another mistake is an adverse event being labeled as «power loss», even though text description makes it clear that the author intended it to be a «short circuit». Even the symbols are wrong: on a fault tree diagram a basic event should be represented by a circle. Instead the author uses rhombus for what he himself designates as basic events (admittedly, some of these «basic events» could definitely be broken down further, but the author makes no mention of that).

Then there is the estimation of probabilities of the basic events. First of all, such probability should be given for a certain duration of operation, otherwise it’s meaningless. One can theoretically assume that here it is given for the entire lifetime of the facility, but the author once again fails to provide any clarification on the matter, suggesting that he lacks even the most basic understanding of what he is doing.

Second, the probabilities are not obtained through any analysis of the operations, or experimental data, or historical records. Even the probability of a radioactive waste container manufacturing defect was not obtained from the manufacturer. Instead, five unnamed «experts» have filled out a questionnaire where they rated the probability of each event on a scale from one to five («Almost impossible» to «Almost guaranteed»). Then these ratings were converted into probability values, and the average has been presented as the event probability. Needless to say, this is far from convincing.

Finally, this fault tree analysis has been done specifically for radioactive waste disposal facility. As established earlier, the Environmental Impact Assessment under discussion deals with a radioactive waste disposal and treatment facility. Meaning that valid or not, the conclusions from the analysis are inapplicable in any case. Obviously, at a facility with an incinerator there are far more potential causes of fire than just short circuit.

Curiously, the EIA claims (twice, actually) that the estimations of probabilities have been done by the experts from Rosatom-owned TVEL nuclear fuel company as well as Belarusian state-owned BelNIPI energy planning company. Yet somehow the results of their estimations are identical to the ones done by the five unnamed experts from the original thesis. With a small caveat, that is: in the EIA both tables of probabilities are missing one row, even though corresponding events are still present on the fault tree diagram.

So, not only have the authors of the EIA lied about the source of the estimations, they also somehow managed to mess up copying the stolen results. Twice in a row. One can’t help but wonder how the experts would rate the probability of something like that happening.

In spite of its flaws, or, rather, because of them, this incident analysis part of the EIA actually does provide an important piece of information: the people in charge of the project of the Belarusian radioactive waste treatment and disposal facility have absolutely no concern about the consequences of their actions. Because otherwise there is no way that such a poorly done analysis full of obvious mistakes could make its way into a 300-page long document related to radioactive material safety. No way would it remain unnoticed by almost two dozen directors, engineers and specialists that left their signatures under the EIA.

This disregard for the consequences summarizes the entire document. This is not actually an environmental impact assessment; this is a pretense of one. The people in charge do not care about any potential impact (environmental or otherwise) of the project that they are dead-set to complete. But the local regulations and international guidelines require that an EIA is done, so the authorities have ordered this excuse of a document.

 

And, unfortunately, this lack of concern is something that no amount of sincere advice or constructive criticism can remedy. Even if all of the concerns related to specific technical details and engineering solutions got addressed and the project became perfect on paper, it still wouldn’t solve the underlying issue. If the people in charge do not care about the consequences, their incompetence, corruption and cost-cutting are guaranteed to result in a disaster.

So this, unfortunately, is the main takeaway from the EIA. The regime of Alexander Lukashenko is planning what is guaranteed to be a radioactive catastrophe for Belarus and the neighboring countries.
